S E C 248. (a)(1) Section 1108 of the Social Security Act is amended to read as follows: "LIMITATION

"SEC. 1108. (a) The total amount certified by the Secretary of Health, Education, and Welfare under title I, X, X IV, and X VI, and 120^1 "fssf^ 1381- ^^^^6^ P^^t A of title IV (exclusive of any amounts on account of Ante. p. 911. ' scTvlces aud items to which subsection (b) appHes)— " (1) for payment to Puerto Rico shall not exceed— " (A) $12,500,000 with respect to the fiscal year 1968, " (B) $15,000,000 with respect to the fiscal year 1969, " (C) $18,000,000 with respect to the fiscal year 1970, " (D) $21,000,000 with respect to the fiscal year 1971, or " (E) $24,000,000 with respect to the fiscal year 1972 and each fiscal year thereafter; "(2) for payment to the Virgin Islands shall not exceed— " (A) $425,000 with respect to the fiscal year 1968, " (B) $500,000 with respect to the fiscal year 1969, " (C) $600,000 with respect to the fiscal year 1970, " (D) $700,000 with respect to the fiscal year 1971, or " (E) $800,000 with respect to the fiscal year 1972 and each fiscal year thereafter; and "(3) for payment to Guam shall not exceed— " (A) $575,000 with respect to the fiscal year. 1968,
