Xo carry out the provisions of title VI of the Act, as amended, and, except as otherwise provided, parts B and C of the Mental Retardation Facilities Construction Act (42 U.S.C. 2661-2677), and the Community Mental Health Centers Act (42 U.S.C. 2681-2687), $258,368,^^^ ^^ ^,^^^^ $162,400,000 shall be available until June 80, 1970 (except that funds for Guam, American Samoa, and the Virgin Islands shall be available until June 30, 1971), for grants or loans for hospitals and related facilities pursuant to section 601(b) of the Public Health Service Act, and $92,000,000 shall be available until June 30, 1970 (except that funds for Guam, American Samoa, and the Virgin Islands shall be available until June 30, 1971), for grants or loans for facilities pursuant to section 601(a) of the Public Health Service Act: Provided, That allotments to States for the fiscal year ending June 30, 1969, pursuant to section 602 of the Act shall include, in addition to funds appropriated herein, funds appropriated for this purpose for the fiscal year ending June 30, 1968, but not allotted to States for that fiscal year.
