standing the provisions of section 3010 of title 38, United States Code, or any statute of limitations, the application filed by Nora Austin Hendrickson under the veterans' benefits provisions of title 38 of the United States Code as the surviving widow of the late Edward Harold Hendrickson, AVIIO died September 30, 1962, shall be held and considered to have been filed with the Veterans Administration within one year after his death and shall be considered in accordance with the law applicable as of that date.
