For care and improvement of grounds surrounding the Capitol, the Senate and House Office Buildings, and the Capitol Power P l a n t; personal and other services; care of trees; planting; fertilizers; repairs to pavements, walks, and roadways; waterproof wearing apparel; mamtenance of signal lights; and for snow removal by hire of men and equipment or under contract without regard to section 3709 of the Revised Statutes, as amended; $766,700.
