bonds issued before June 1,19(J9, but in no case shall the interest rate or investment yield on any bond be changed pursuant to such authority for any period which begins before June 1, 19()9. For purposes of section 22(b)(2)(A) of the Second Liberty Bond Act and for purposes of section •154(c) of the Internal Revenue Code of 1954, the United States savings notes known as freedom shares issued not later than one year after the date of the enactment of this Act in connection with the issuance of United States series E bonds shall be treated in the same manner as such bonds. Be it enacted by the Senate and lioiiae of Representatives of the United States of America in Congress assevibJed. That there are hereby Appropriation. authorized to be appropriated to the Department of Commerce such sums as may be necessary for the fiscal years 1970 and 1971, but not to exceed a total of $6,000,000, to carry out the purposes of the Standard Reference Data Act (Public Law 90-396; 82 Stat. 339). Interior is authorized to acquire, by donation or purchase with donated Establishment. funds, such land and interests in land, together with buildings and improvements thereon and including scenic easements, at or in the vicinity of Auburn Avenue, Cincinnati, Ohio, as are depicted on the drawing entitled "William Howard Taft National Historic Site Boundary Map,*" numbered TAHO-20()09, and dated August 1969. The drawing shall be on file and available for public inspection in the offices of the National Park Service, Department of the Interior. When acquired such site shall be known as the William Howard Taft National Historic Site. SEC. 2. The administration, development, preservation, and mainte- Administration. nance of the William Howard Taft National Historic Site shall be exercised by the Secretary oT the Interior in accordance with the provisions of the Act entitled "An Act to establish a National Park Service, and for other purposes", approved August 25, 1916, as amended (16 I'.S.C. 1 et seq.), and the Act entitled An Act to 39 Stat. 535. provide for the preservation of historic American sites, buildings, objects, and antiquities of national significance, and for other purposes", approved August 21, 1935 (16 U.S.C. 461 et seq.). ^^ Stat. 666. SEC. 3. There are hereby authorized to be appropriated not to exceed Appropriation. $318,000 to provide for the restoration and development of the William Howard Taft National Historic Site.
