Making supplemental appropriations for the fiscal year ending June 30, 1970, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following A^"r^^rl^uon^^ sums are appropriated out of any money in the Treasury not otherwise Act, 1970/ " appropriated, to supply supplemental appropriations (this Act may be cited as the "Supplemental Appropriation Act, 1970") for the fiscal year ending June 30, 1970, and for other purposes, namely: CHAPTER I DEPARTMENT OF AGRICULTURE SOIL CONSERVATION SERVICE
FLOOD
PREVENTION
For an additional amount for "Flood prevention", for emergency measures for runoff' retardation and soil erosion prevention, as provided by section 216 of the Flood Control Act of 1950 (33 U.S.C. 701 b-1), $3,700,000, to remain available until expended.

RELATED AGENCY FARM CREDIT ADMINISTIL^TION LIMITATION ON ADMINISTRATIVE EXPENSES
In addition to the amount made available under this heading for administrative expenses during the current fiscal year, $211,000 shall be available from assessments for such expenses, including the hire of one passenger motor vehicle. CHAPTER II INDEPENDENT OFFICES CIVIL SERVICE COMMISSION SALARIES A N D EXPENSES
For an additional amount for "Salaries and expenses", $430,000, for necessary expenses of the retirement and insurance programs, to be transferred from the trust funds "Civil Service retirement and disability fund", "Employees life insurance fund", "Employees health benefits fund", and "Retired employees health benefits fund", in such amounts as may be determined by the Civil Service Commission. FEDERAL LABOR RELATIONS COUNCIL S A L A R I E S A N D EXPENSES
For expenses necessary to carry out functions of the Civil Service Commission under Executive Order No. 11491 of October 29, 1969, 34 F.R. ueos. $300,000: Provided, That public members of the Federal Service Impasses Panel may be paid travel expenses, including per diem in lieu of subsistence, as authorized by law (5 U.S.C. 5703) for persons 8° Stat. 499; employed intermittently in the Government service, and compensation " ^' P" ^
