SEC. 2. Performance of transferred functions. The Chairman may from time to time make such provisions as he shall deem appropriate authorizing the performance by any officer, employee, or administrative unit under his jurisdiction of any function transferred to the Chairman by the provisions of section 1 of this reorganization plan. SEC. 3. Designation of Chairman, (a) The function of the Commission of choosing the Chairman from among the commissioners composing the Commission is hereby transferred to the President of the United States. (b) Nothing in this reorganization plan shall preclude the Commission from designating a commissioner to be the acting chairman of the Commission and to perform the functions of the Chairman during any period of time when (by reason of death, resignation, or other cause) no Presidentially designated Chairman is available to perform them. SEC. 4. Taking effect. Section 3 of this reorganization plan shall take effect on the first day of January, 1970, and the other sections hereof shall take effect on the date determined under section 906(a) of title 5 of the United States Code.
