Be it enacted by the Senate a7id House of Representatives of the Vnited States of America in Congress assembled, That the Secretary ^"^^^^ •^^^^ of the Treasury is authorized and directed to pay to Mrs. Aili Kallio, Kallio. out of any money in the Treasury not otherwise appropriated, a sum of money to be determined as provided in section 2 of this Act, in full .settlement of any claim she may have against the United States because of failure to receive merchantable title to a tract of land containing 24 acres more or less, located within the southeast quarter southwest quarter, section 19, townsliip 51 north, range 32 west, Michigan Meridian, Baraga County, Michigan, by deed recorded on the land records of Baraga County, Michigan: Provided, That prior to such payment Mrs. Kallio shall convey by deed in form acceptable to the Secretary of the Interior all her right, title, and interest in the above described property to the heirs of William Owen. SEC. 2. The Secretary of the Interior, after taking into consideration such appraisals as he deems necessary or appropriate, shall determine the fair market value of the proj^erty described in section 1, as of the effective date of this Act, and shall notify the Secretary of the Treasury of said sum which shall be paid as provided in the first section of this Act. SEC. 3. No part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by an agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved July 11, 1969.
