(d)(1) The part of title III of such Act redesignated as part I is amended by striking out Surgeon GeneraT' each place it occurs in the sections of such part redesignated as sections 382, 383, 386, and 388.. The section of such part redesignated as section 384 is amended by striking out "Surgeon General" and inserting in lieu thereof "Board". (2)(A) The part of title III of such Act redesignated as part J is amended by striking out "Surgeon General each place it occurs and inserting in lieu thereof "Secretary. (B) The subsection of section 393 of such part redesignated as subsection (e) is amended by striking out "Surgeon General's" and inserting in lieu thereof "Secretary's".

SEC. 1 L Subsection (c) of section 2 of title I of the Public Health Service Act (42 U.S.C. 20) is amended to read as follows: ss Stat. 682. "(c) T'nless the context (jtherwise requires, the term 'Secretary' and^nofe^ ^°^ ineans the Secretary of Health, Education, and Welfare." EFFECTIVE

SEC. 12. (a) Except as provided in subsection (b), the amendments made by this Act shall apply with resj^ect to appropriations for fiscal years ending after June 30, 1970. (b) The amendments made by sections 10(d) and 11 shall take effect on the date of the enactment of this Act. Approved March 13, 1970.

M E M B E R S H I P OF COMMISSION

SEC. 2. (a) The Gommission on Populati(m Growth and the American Future (hereinafter referred to as the "Gommission") shall be composed of— (1) two Members of the Senate who shall be members of different political parties and who shall be ajypointed by the President of the Senate: (2) two Members of the Hou^c of Representatives who shall be members of different political parties and who shall be appointed by the Speaker of the House of Representatives; and
