hearings, shall be open to the public except during executive sessions for marking up bills or for voting or when the committee by majority vote orders an executive session.". (b) Clause 26 of Kule X I of the Rules of the House of Representatives, as amended by section 102(b) of this Act, is further amended by adding at the end thereof the following new paragraph: " (f) Meetings for the transaction of business of each standing committee shall be open to the public except when the committee, by majority vote, determines otherwise. This paragraph does not apply to open committee hearings which are provided for by paragraphs (f) (2) and (g)(3) of clause 27 of this Rule.". SEC. 104. (a) Section 133(b) of the Legislative Reorganization Ar.t of 1946 (2 U.S.C. 190a(b)), as amended by section 103(a) of this Act, is further amended by adding at the end thereof the following: "The results of rollcall votes taken m any meeting of any such standing committee of the Senate upon any measure, or any amendment thereto, shall be announced in the committee report on that measure unless previously announced by the committee, and such announcement shall include a tabulation of the votes cast in favor of and the votes cast in opposition to each such measure and amendment by each member of the committee who was present at that meeting.". (b) Clause 27(b) of Rule X I of the Rules of the House of Representatives is amended by adding at the end thereof the following: "The result of each rollcall vote in any meeting of any committee shall be made available by that committee for inspection by the public at reasonable times in the offices of that committee. Information so available for public inspection shall include a description of the amendment, motion, order, or other proposition and the name of each Member voting for and each Member voting against such amendment, motion, order, or proposition, and whether by proxy or in person, and the names of those Members present but not voting. With respect to each record vote by any committee on each motion to report any bill or resolution of a public character, the total number of votes cast for, and the total number of votes cast againstj the reporting of such bill or resolution shall be included in the committee report.".

SEC. 105. (a) Section 133(c) of the Legislative Reorganization Act of 1946 (2 U.S.C. 190a (c)) is amended— (1) by striking out "each such committee" and inserting in lieu thereof "each standing committee of the Senate"; (2) by striking out "or House of Representatives as the case may be,"; and (3) by adding at the end thereof the following: "In any event, the report of any such committee upon a measure which has been approved by the committee shall be filed within seven calendar days (exclusive of days on which the Senate is not in session) after the day on which there has been filed with the clerk of the committee a written and signed request of a majority of the committee for the reporting of that measure. Upon the filing of any such request, the clerk of the committee shall transmit immediately to the chairman of the committee notice of the filing of that request.".
