Developmental Disabilities Services and Facilities Construction Amendments of 1970.
AN ACT To amend the Mental Retardation Facilities and Community Mental Health Centers Costruction Act of 1963 to assist the States in developing a plan for the provision of comprehensive services to persons affected by mental retardation and other developmental disabilities originating in childhood, to assist the States in the provision of such services in accordance with such plan, to assist in the construction of facilities to provide the services needed to carry out such plan, and for other purposes.

1. This Act may be cited as the "Developmental Disabilities Services and Facilities Construction Amendments of 1970". SECTION

SEC. 101. (a) Title I of the Mental Retardation Facilities and Community Mental Health Centers Construction Act of 1963, as amended, is amended by striking out the caption and substituting the following: " TITLE I — SERVICES AND F A C I L I T I E S FOR THE MENTALLY RETARDED AND PERSONS W I T H OTHER DEVELOPMENTAL DISABILITIES".

(b) Part C of the Mental Retardation Facilities Construction Act, as amended, is amended by striking out the caption and sections 131 through 137 and substituting the following: " P A R T C — G R A N T S FOR PLANNING, PROVISION OF SERVICES, AND CONSTRUCTION AND OPERATION or FACILITIES FOR PERSONS W I T H DEVELOPMENTAL DISABILITIES

OF PURPOSE
"SEC. 130. The purpose of this part is to authorize— " (a) grants to assist the several States in developing and implementing a comprehensive and continuing plan for meeting the current and future needs for services to persons with developmental disabilities; " (b) grants to assist public or nonprofit private agencies in the construction of facilities for the provision of services to persons with developmental disabilities, including facilities for any of the purposes stated in this section; "(c) grants for provision of services to persons with developmental disabilities, including costs of operation, staffing, and maintenance of facilities for persons with developmental disabilities; " (d) grants for State or local planning, administration, or tecmiical assistance relating to services and facilities for persons with developmental disabilities;
