SEC. 2. (a) It is the policy of the United States that guidelines and criteria established pursuant to title VI of the Civil Rights Act of 1964 and section 182 of the Elementary and Secondary Education "^ ^'f*- ^52. (b) Such uniformity refers to one policy applied uniformly to de uniformity. jure segregation wherever found and such other policy as may be provided pursuant to law applied uniformly to de facto segregation wherever found. (c) Nothing in this section shall be coiistrued to diminish the compliance. obligation of responsible officials to enforce or comply with such guidelines and criteria in order to eliminate discrimination in federally-assisted programs and activities as required by title VI of the Civil Rights Act of 1964. (d) It is the sense of the Congress that the Department of Justice Additional and the Department of Health, Education, and Welfare should request such additional funds as may be necessary to apply the policy set forth in this section throughout the United States. SEC. 101. (a) Section 102 of title I of the Elementary and Secondary P2ducation Act of 1965 is amended by striking out June 30, 1970"" g/gtal^'" ^^' and inserting in lieu thereof "June 30, 1973"'. 20 USC 24ib. (b) The third sentence of section 103(a)(1)(A) of such title I is ^^ ^tat. 783.' amended by striking out "the fiscal year ending June 30, 1969,"' and ^'*^'^* inserting in lieu thereof "each of the succeeding fiscal years ending prior to July 1, 1972,"'.
