States Code, is receiving such salary or annuity (1) under the provisions of this subchapter, or (2) under the provisions of section 1 1 1701, as in effect prior to the effective date of this section, and its predecessor laws, shall be increased on the effective date of the increase by a percentage equal to the percentage of such increase under section 8340 of title 5, United States Code. " (b) Nothing in this subchapter shall defeat or diminish rights acquired under section 11-1701, as in effect prior to the effective date of this section, and its predecessor laws, except on the election and with the consent of the judge, annuitant, or other person affected. "SUBCHAPTER I.—COURT ADMINISTRATION "§ 11-1701. Administration of District of Columbia court system " (a) There shall be a Joint Committee on Judicial Administration in the District of Columbia (hereafter in this chapter referred to as the 'Joint Committee') consisting of (1) the Chief Judge of the District of Columbia Court of Appeals, who shall serve as Chairman, (2) an associate judge of that court elected annually by the judges thereof, (8) the Chief Judge of the Superior Court, and (4) two associate judges of that court elected annually by the judges thereof.
