For necessary expenses, as authorized by the National (^apital Plan^jj^g ^^.^ ^f ^953 (49 XJ.S.C. 71-7li), Including services as authorized by 5 XJ.S.C. 3109; and uniforms or allowances therefor, as authorized by law (5 XJ.S.C. 5901-5902); $891,000, and in addition $229,000 of the balance of the appropriation granted under "I^and acquisition, National Capital park, parkway, and playground system are transferred to and shall be available for salaries and expenses: Provided, That none of the funds provided herein shall be used for the Temporary Pennsylvania Avenue Commission: Provided further. That none of the funds provided herein shall be used for foreign travel. NATIONAL FOI^NDATION ON THE ARTS AND THE HUMANITIES SALARIES AND EXPENSES

For expenses necessary to carry out the National Foundation on the Arts and the Humanities Act of 1965, as amended, $31,310,000, of which $8,465,000 shall be available until expended to the National Endowment for the Arts for the support of projects and productions in the arts through assistance to groups and individuals pursuant to section 5(c) of the Act and for support of the functions of the National Council on the Arts set forth in section 6; $4,125,000 shall be available until expended to the National Endowment for the Arts for assistance pursuant to section 5(g) of the Act; $11,060,000 shall be available until expended to the National P^ndowment for the Humanities for support of activities in the humanities pursuant to section 7(c) of the Act; and $2,660,000 shall be available for administering the provisions of the Act: Provided, That in addition, there is appropriated in accordance with the authorization contained in section 11(b) of the Act, to remain available until expended, amounts equal to the total amounts of gifts, bequests, and devises of money, and other property received by each endowment during the current and preceding fiscal years, under the provisions of section 10(a)(2) of the Act, for which equal amounts have not previously been appropriated, but not to exceed a total of $5,000,000: Provided further, That not to exceed 3 per centum of the funds appropriated to the National Endowment for the Arts for the purposes of sections 5(c), 5 (g), and 6 and not to exceed 3 per centum of the funds appropriated to the National Endowment for the Humanities for the purposes of section 7(c) shall be available for program development and evaluation.
