SEC. '2. Title 39, United States Code, is revised and reenacted, and the sections thereof may be cited as "39 U.S.C. § ", as f o l l o w s:

DEFINITIONS

"Sec.

"101. Postal policy. "102. Definitions. "§101. Postal policy " ' (a) The United States P o s t a l Service shall be o p e r a t e d as a basic and f u n d a m e n t a l service provided to the people by the Government of the United States, a u t h o r i z e d by the Constitution, created by Act of Congress, and s u p p o r t e d by the people. The P o s t a l Service shall have as its basic function the obligation to p r o v i d e postal services to b i n d the N a t i o n to g e the r through the personal, educational, l i t e r a r y, and business correspondence of the people. I t shall p r o v i d e p r o m p t, reliable, and efficient services to p a t r o n s in all areas and shall r e n d e r l)ostal services to all communities. The costs of establishing and m a i n t a i n i n g the P o s t a l Service shall not be a p p o r t i o n e d to i m p a i r the overall value of such service to the people. " (b) The P o s t a l Service shall p r o v i d e a maximum degree of effective and regular postal services to r u r a l areas, communities, and small to w n s w h e r e post offices a r e not self-sustaining. N o small post office shall be closed solely for operating at a deficit, it b e i n g the specific intent of the Congress that effective postal services be i n s u r e d to l e s i d e n t s of b o t h urban and r u r a l communities. " (c) A s an employer, the P o s t a l Service shall achieve and m a i n t a i n compensation for its officers and employees c o m p a r a b l e to the r a t e s and t y p e s of compensation p a i d in the p r i v a t e sector of the economy of the United States. I t shall place part i c u l a r e m p has i s upon o p p o r t u n i t i e s for career a d v a n c e m e n t s of all officers and employees and the achievement of w o r t h w h i l e and satisfying careers in the service of the United States. " (d) P o s t a l r a t e s shall be established to a p p o r t i o n the costs of all postal operations to all users of the mail on a fair and equitable basis.
