For necessary expenses, not otherwise provided, to carry out the provisions of the Federal-Aid Highway Act of 1970, for the Baltimore-Washington Parkway, to remam. available until expended $2,500,000, to be derived from the "Highway trust fund" and to be withdrawn therefrom at such times and in such amounts as may be necessary. For expenses necessary to discharge the functions of the Secretary with respect to traffic and highway safety, including services authorized by 5 U.S.C. 3109, $69,337,000, of which $25,750,000 shall be derived from the Highway trust fund. CONSTRUCTION OF COMPLIANCE FACILITIES
