SEC. 2. (a) Disposals of the material covered by this Act may be made only after publicly advertising for bids, except as provided in subsection (b) of this section or as otherwise authorized by law. All bids may be rejected when it is in the public interest to do so. (b) The material covered by this Act may be disposed of without advertising for bids if— (1) the material is to be transferred to an agency of the United States; (2) the Administrator determines that methods of disposal other than by advertising are necessary to protect the United States against avoidable loss or to protect producers, processors, and consumers against avoidable disruption of their usual markets; or (3) sales are to be made pursuant to requests received from other agencies of the United States in furtherance of authorized program objectives of such agencies. Be it enacted by the Senate and House of Representatives of the Federal United States of AmeHca in Congress assembled, That the Federal Insurance. crop Crop Insurance Act, as amended (7 U.S.C. 1501-1519), is amended "'coverage by adding at the end thereof a new section as follows: 52 Stat. 72; 55 Stat. 256. »

"SEC. 520. Notwithstanding any other provision of law, no person shall be denied insurance under this Act solely on the ground that he is under twenty-one years of age if such person is (1) over eighteen years of age, and (2) has a bona fide insurable interest in a crop as an owner-operator, landlord, tenant or sharecropper: Provided, That any such person who enters into a Federal Crop Insurance contract shall be subject to the same legal liability and have the same legal rights with respect to such contract as any person over the age of twenty-one years."
