American schools and hospitals abroad: For necessary expenses to carry out the provisions of section 214, $19,000,000. American schools and hospitals abroad (special foreign currency program): For necessary expenses to carry out the provisions of section 214, $6,500,000 in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States, to remain available until expended.
