Be it exacted by the Senate and House of Representatives of the Purita P. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That notwithstand- Jesse, ing the time limitations of section 715 of title 32, United States Code, antTldlth ' ^* ^ or of any other statute of limitations, the Secretary of the Army is Mccajver. authorized to consider, settle, and if found meritorious, to pay in 8274 Stat. 87Ji; Stat. 878. accordance with otherwise applicable law the claims of Jesse McCarver, Georgia Villa McCarver, Kathy McCarver, and Edith McCarver arising out of an automobile accident which occurred on or about June 12, 1965, near McMinnville, Tennessee, on State highway numbered 8, involving a military vehicle driven by a member of the Tennessee National Guard; and the claims filed on or about April 24, 1970, in behalf of the said Jesse McCarver, Georgia Villa McCarver, Kathy McCarver, and Edith McCarver with the Department of the Army based upon that accident are to be held and considered to have been timely filed. SEC. 2. No amount paid under the authority provided in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this section shall be deemed guilty of a misdemeanor and upon convict ion thereof shall be fined in any sum not exceeding $1,000.
