and other explosives, with coupons issued under this Act if the Secretary determines that (1) such households are located in an area of the State which makes it extremely difficult for members of such households to reach retail food stores, and (2) such households depend to a substantial extent on hunting and fishing for subsistence purposes." (o) Section 3(f) of the Food Stamp Act of 1964 (7 U.S.C. 2012(f)) is amended by striking the second sentence and inserting in lieu thereof the following new sentence: " I t shall also mean a political subdivision or a private nonprofit organization or institution that meets the requirements of section 10(h) or 10 (i) of this Act." (p) Section 3(e) is amended by adding at the end thereof the following new sentence: "Eesidents of federally subsidized housing for the elderly, built under either section 202 of the Housing Act of 1959 (12 U.S.C. iTOlq), or section 236 of the National Housing Act (12 U.S.C. 17l5z-l) shall not be considered residents of an institution or boarding house for purposes of eligibility for food stamps under this Act."

(a) Notwithstanding any other provision of law, the Secretary of Agriculture is hereby authorized until July 1, 1974 (1) to use funds available to carry out the provisions of section 32 of Public Law No. 320, Seventy-fourth Congress, as amended (7 U.S.C. 612c), and 49 Stat. 774. not expended or needed for such purpose to purchase, without regard to the provisions of existing law governing the expenditure of public funds, agricultural commodities and their products of the types customarily purchased under section 32 for donation to maintain the annually programmed level of assistance for schools, domestic relief distribution, and such other domestic food assistance programs as are authorized by law, and (2) if stocks of the Commodity Credit Corporation are not available, to use the funds of the Corporation to purchase agricultural commodities and the products thereof of the types customarily available under section 416 of the Agricultural Act of 1949 to meet such requirements. 86^stat^\'49^2^' (b) The Secretary is prohibited from furnishing commodities to 7 USC 1431'. summer camps as authorized under section 416 of the Agricultural Act of 1949, section 32 of Public Law 74-320, and section 709 of the Food and Agriculture Act of 1965 if the number of adults participat79 Stat. 1212. ing in the activities of such camp is in excess of one for each five chil- ^ ^^^ i446a-i. dren under 18 years of age participating in such activities.
