SEC. 206. (a) I n addition to the research authorized by section 307(a) of title 23, United States Code, the Secretary of Transporta- 72 Stat. gis; tion is authorized to conduct research and demonstration programs to ^"^ ^*^*" ^^^^* improve the effectiveness and durability of various types of pavement markings and related delineators, to develop improved equipment and techniques for applying, erecting, and maintaining such markings and delineators, and to develop new traffic control materials, devices, and related delineators to assist the traveling public during adverse weather and nighttime driving conditions. SEC. 207. (a) Section 402 of title 23 of the United States Code is amended by adding a new subsection (1) as follows: " (i) For the purpose of the application of this section on Indian reservations, 'State' and 'Governor of a State' includes the Secretary of the Interior and 'political subdivision of a State' includes an Indian tribe: Provided, That, notwithstanding the provisions of subparagraph (C) of subsection (b)(1) hereof, 95 per centum of the funds apportioned to the Secretary of the Interior after date of enactment, shall be expended by Indian tribes to carry out highway safety programs within their jurisdictions: And 'provided further, That the provisions of subparagraph (E) of subsection (b)(1) hereof shall be
