The Congress declares that the crude oil on the North Slope of A l a s k a is an i m p o r t a n t part of the N a t i o n ' s oil resources, and that the benefits of such c r u d e oil s h o u l d be equitably s h a r e d, directly or indirectly, by all regions of the c o u n t r y. The P r e s i d e n t shall use any authority he may h a v e to insure an equitable allocation of available North S l o p e and other c r u d e oil resources and p e t r o l e u m p r o d u c t s among all regions and all of the several States.
