Federal health agencies or organizations for the provision of health services to such people on a fee-for-service basis or on a prepayment or other similar basis.". (b) The Secretary of Health, Education, and Welfare, in connection with existing authority (except section,810 of the Public Healtli Service Act) for the provision of health services to domestic agricultural migratory workers, to persons who j^erform seasonal agricultural services similar to the services performed by such workers, and to the families of such workers and persons, is authorized to arrange for the provision of health services to such workers and persons and their families through health maintenance organizations. AN ACT

e e it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 4(b) of the District of Columbia Minimum Wage Act (D.C. Code, sec. 36^^^ ('^)) ^^ amended by: (1) Striking the word "or" following the semicolon in subparagraph (4);

(2) striking the period at the end of subparagraph (5) and inserting in lieu thereof "; or"; (3) inserting after subparagraph (5) the following new subparagraph: "(6) any employee employed by a carrier by air who voluntarily exchanges workdays with another employee for the primary purpose of utilizing air travel benefits available to such employees.".
