(8) Section 402(a) (15) of that Act is amended by inserting "as part ^^ "^^ ^°^of the program of the State for the provision of services under title X X " immediately after "provide". (b) Title VI of the Social Security Act is repealed. ^2 u^s^'c sorsos (c) Section 1115 of the Social Security Act is amended by— 42 USC 1315 (1) striking out "or X IX " and inserting " X IX, or X X " in lieu thereof, (2) striking out "or 1902" in clause (a) and inserting "1902, 2002, 2003, or 2004" in lieu thereof, (3) striking out "or 1903" in clause (b) and inserting "1903, or 2002" in lieu thereof, and (4) inserting "or expenditures with respect to which payment shall be made under section 2002," immediately after "administration of such State plan or plans," in clause (b). (d) Section 1116 of the Social Security Act is amended by— 42 USC 131 e. (1) striking out "or X IX " in subsections (a)(1) and (b) and inserting " X IX or X X " in lieu thereof, (2) striking out "or 1904" and inserting "1904, or 2003" in lieu thereof in subsection (a)(3), and (3) inserting " X X, " immediately after " X IX, " in subsection (d). (e)(1) Section 1130 of the Social Security Act is repealed. Repeal. (2) Sections 3(a), 403(a), 1003(a), 1403(a), and 1603(a) of that H use 303°'603, Act (relating to payments to States with approved State plans) are 1203, 1353, 1383 note. each amended by striking out "(subject to section 1130)". (f) Any child day care service provided under any plan of a State n o42, u s e 1397a te approved under part A, or developed under part B, of title IV of the Social Security Act must meet the requirements applicable, under 42 USC 6 0 1, 520. subsection (a)(9) of section 2002 of the Social Security Act, as Ante, p. 2337. amended by this Act, to child day care services with respect to which payment is made under that section. The requirements imposed by this subsection are in lieu of any requirements that would otherwise be applicable under section 522(d) of the Economic Opportunity Act of 1964 to child day care services provided under any plan of a State ^"^^' P- ^sio approved under part A, or developed under part B, of title IV of the Social Security Act. (g) Section 12(a) of Public Law 93-233 is amended by striking J^^^^^ ^320b out "January 1, 1975" and inserting "October 1, 1975" in lieu thereof. Notwithstanding the provisions of section 12(a) of Public Law 93-233, the Secretary may make any modification in any regulation described in that section if the modification is necessary to implement the provisions of this part. (h) Section 422 of the Social Security Act is amended by insert- '^^ use 622. ing at the end thereof the following new subsection: "(c) If on December 1, 1974, the agency of a State administering its plan under this part was not the agency designated pursuant to section 402(a)(3), subsection (a)(1)(A) of this section shall not apply with respect to such agency but only so long as such agency is not the agency designated under section 2 0 0 3 (d)(1)(C), and if on December 1, 1974, the local agency administering the plan of a State under this part in a subdivision of the State is not the local agency in such subdivision administering the plan of such State under part A of this title, subsection (a)(1)(A) of this section shall not apply with respect to such local agency but only so long as such local agency is not the local agency administering the program of the State for the provision of services under title X X. "
