For expenses, not otherwise provided for, necessary to carry out the Act of August 5, 1954 (68 Stat. 674), and titles III and V of the Public Health Service Act, including hire of passenger motor vehicles and aircraft; purchase of reprints; payments for telephone service in private residences in the field, when authorized under regulations approved by the Secretary, $274,835,000. For "Indian health services" for the period July 1, 1976, through September 30, 1976, $73,780,000: Provided, That funds contained herein may be used for hire of passenger motor vehicles and aircraft, purchase of reprints, and payment for telephone service in private residences in the field, when authorized under regulations approved by the Secretary. I N D I A N H E A L T H FACILITIES

For construction, major repair, improvement, and equipment of health and related auxiliary facilities, including quarters for personnel; preparation of plans, specifications, and drawings; acquisition of sites; purchase and erection of portable buildings; purchase of trailers; and provision of domestic and community sanitation facilities for Indians, as authorized by section 7 of the Act of August 5, 1954 (42 U.S.C. 2004a), $55,366,000, to remain available until expended. For "Indian health facilities for the period July 1, 1976, through September 30, 1976, $11,084,000, for acquisition of sites and portable structures, construction (including quarters for personnel) and equipment of facilities, to remain available until expended. ADMINISTRATIVE PROVISIONS, H E A L T H SERVICES ADMINISTRATION

SEC. 1001. Appropriations contained in this Act, available for salaries and expenses, shall be available for services as authorized by 5 U.S.C. 3109 but at rates not to exceed the per diem equivalent to the 5 USC 5332 note, rate for GS-18. SEC. 1002. Appropriations contained in this Act, available for salaries and expenses, shall be available for uniforms or allowances therefor as authorized by law (5 U.S.C. 5901-5902). SEC. 1003. Appropriations contained in this Act, available for salaries and expenses, shall be available for expenses of attendance at meetings which are concerned with the functions or activities for which the appropriation is made or which will contribute to improved conduct, supervision, or management of those functions or activities.
