ADMINISTRATION BENEFITS AND ALLOWANCES

Appropriations available for payments under this head shall also be available for payment of trade adjustment benefit payments and allowances authorized by part I, subchapter B, chapter 2, title II, of the Trade Act of 1974: Provided, That amounts received during the current fiscal year from the Postal Service or recovered from the States pursuant to 5 U.S.C. 8505(d) shall be available for payments during the year. For repayable advances to the Unemployment T r u s t F u n d, as authorized by Sections 905(d) and 1203 of the Social Security Act, as amended, and for nonrepayable advances to the " Federal unemployment benefits and allowances" account, to remain available until September 30, 1976, $5,000,000,000. Funds appropriated by this Act, or any other Act, for the payments of special unemployment assistance under title II of the Emergency Jobs and Unemployment Assistance Act of 1974 shall not be used for making such payments of assistance or waiting period credit, beginning after the date of enactment of this Act, to any individual who performs services in an instructional, research, or principal administrative capacity for an educational institution or agency with respect to any week commencing during the period between two successive academic years (or, when the contract provides instead for a similar period between two regular but not successive terms, during such similar period) if— (1) such individual performed services in any such capacity for any educational institution or agency for the first of such academic years or term s; and (2) such individual has a contract to perform services in any such capacity for any educational institution or agency for the latter of such academic years or terms.
