PUBLIC LAW 94-116—OCT. 17, 1975 For liquidation of obligations, "Construction grants" for the period July 1, 1976, through September 30, 1976, $600,000,000, to remain available until expended. SCIENTIFIC ACTIVITIES OVERSEAS (SPECIAL FOREIGN CURRENCY PROGRAM)

For payments in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States, for necessary expenses of the Environmental Protection Agency in the conduct of scientij&c activities overseas in connection with environmental pollution, as authorized by law, $4,000,000, to remain available until expended: Provided, That this appropriation shall be available in addition to other operations to such Agency, for payments in the foregoing currencies. For "Scientific activities overseas (special foreign currency program)" for the period July 1, 1976, through September 30, 1976, $670,000, to remam available until expended. GENERAL PROVISION Transfer of funds.

Not to exceed 7 per centum of any appropriation made available to the Environmental Protection Agency by this Act (except appropriations for "Construction Grants") may be transferred to any other such appropriation. No funds provided for the Environmental Protection Agency by this Act may be used for any Federal insecticide, fungicide, or rodenticide activity after September 30, 1975, that is not authorized by law. For expenses necessary for the Council on Environmental Quality and the Office of Environmental Quality, in carrying out their functions under the National Environmental Policy Act of 1969 (Public Law 91-190) and the National Environmental Improvement Act of 1970 (Public Law 91-224), including official reception and representation expenses (not to exceed $1,000), hire of passenger vehicles, and support of the Citizens' Advisory Committee on Environmental Quality, $2,736,000. For the "Council on Environmental Quality and Office of Environmental Quality" for the period July 1, 1976, through September 30, 1976, including official reception and representation expenses (not to exceed $250), hire of passenger vehicles and support of the Citizens' Advisory Committee on Environmental Quality, $697,000, GENERAL SERVICES ADMINISTRATION CONSUMER INFORMATION CENTER

For necessary expenses of the Consumer Information Center, including services authorized by 5 U.S.C. 3109, $1,054,000. For "Consumer Information Center" for the period July 1, 1976, through September 30, 1976, $264,000.
