For necessary expenses of administering the economic development assistance programs, not otherwise provided for, $25,378,000, of which not to exceed $300,000 may be advanced to the Small Business Administration for processing of loan applications. For "Administration of economic development assistance programs" for the period July 1, 1976, through September 30, 1976, $6,375,000, of which not to exceed $75,000 may be advanced to the Small Business Administration for processing of loan applications.
