COMMISSION

SALARIES AND EXPENSES

For necessary expenses for the Securities and Exchange Commission, including services as authorized by 5 U.S.C. 3109, and not to exceed $2,000 for official reception and representation expenses, $47,885,000. For "Salaries and expenses" for the period July 1, 1976, through September 30, 1976, including not to exceed $500 for official reception and representation expenses, $12,675,000. SMALL, BUSINESS ADMINISTRATION SALARIES AND EXPENSES

For,necessary expenses, not otherwise provided for, of the Small Business Administration, including hire of passenger vehicles, not to exceed $1,500 for official reception and representation expenses, $28,350,000, and in addition there may be transferred to this appropriation not to exceed a total of $89,500,000 from the "Disaster loan fund", the "Business loan and investment fund", the "Lease guarantees revolving fund" and the "Surety bond guarantees revolving fund", in such amounts as may be necessary for administrative expenses in connection with activities respectively financed under said funds: Provided, That 10 per centum of the amount authorized to be transferred from these revolving funds shall be apportioned for use, pursuant to section 3679 of the Revised Statutes, as amended, only in such 31 USC 665. amounts and at such times as may be necessary to carry out the business and disaster loan, and lease guarantee and surety bond guarantee programs. For "Sala,riea and expenses" for the period July 1, 1976, through September 30, 1976, including not to exceed $375 for official reception and representation expenses, $28,735,000, of which $21,900,000 shall be derived by transfer from the "Business loan and investment fund", the "Disaster loan fund", the "Lease guarantees revolving fund", and the "Surety bond guarantees revolving fund". DISASTER LOAN F U N D BUSINESS LOAN AND INVESTMENT F U N D LEASE GUARANTEES REVOLVING F U N D SURETY BOND GUARANTEES REVOLVING F U N D

The Small Business Administration is hereby authorized to make such expenditures, within the limits of funds and borrowing authority available to the following funds, and in accord with the law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out the 31 USC 849. programs set forth in the budget for the current fiscal year and the period July 1, 1976, through September 30, 1976, for the "Disaster loan fund", the "Business loan and investment fund", the "Lease guarantees revolving fund" and the "Surety bond guarantees revolving fund".
