For expenses necessary to discharge the functions of the Secretary with respect to traffic and highway safety and functions under the Motor Vehicle Information and Cost Savings Act (Public Law 92-513), $72,326,000, of which $26,746,000 shall be derived from the H i g h w a y T r u s t F u n d: Provided, That not to exceed $29,876,000 shall remain available until expended, of which $8,616,000 shall be derived from the H i g h w a y T r u s t F u n d for contractual requirements of Research and Analysis activities.
