DEFINING STATE

SEC. 131. Section 152 and section 153 of title 23, United States Code, are amended by adding at the end of each such section the following new subsection: "(f) For the purposes of this section the term 'State' shall have the 23 USC 401. meaning given it in section 401 of this title.". H I G H W A Y S CROSSING FEDERAL PROJECTS

SEC. 132. (a) Chapter I of title 23, United States Code, is amended by adding at the end thereof the following new section: 23 USC 156. "§ 156. Highways crossing Federal projects "(a) The Secretary is authorized to construct and to reconstruct any public highway or highway bridge across any Federal public works project, notwithstanding any other provision of law, where there has been a substantial change in the requirements and costs of such highway or bridge since the public works project was authorized, and where such increased costs would work an undue hardship upon any one State. No such highway or bridge shall be constructed or reconstructed under authority of this section until the State shall agree that upon completion of such construction or reconstruction it will accept ownership to such highway or bridge and will thereafter operate and maintain such highway or bridge. "(b) There is hereby authorized to be appropriated not to exceed $100,000,000 to carry out this section. Amounts authorized by this subsection shall be available for the fiscal year in which appropriated and for two succeeding fiscal years.". (b) The analysis of chapter I of title 23 of the United States Code is amended by adding at the end thereof the following: "156. Highways crossing Federal projects.". APPORTIONMENTS OR ALLOCATIONS

SEC. 133. Section 202(a) of title 23, United States Code, is amended by striking "On or before January 1 next preceding the commencement" and inserting in lieu thereof "On October 1". B I C Y C L E TRANSPORTATION AND PEDESTRIAN WALKWAYS

SEC. 134. Section 217(e) of title 23, United States Code, is amended by striking out "$40,000,000" and inserting in lieu thereof "$45,000,000", and by striking out "$2,000,000" and inserting in lieu thereof "$2,500,000". SAFER OFF-SYSTEM ROADS

SEC. 135. (a) Section 219 of title 23 of the United States Code, is amended to read as follows:
