"(B) In providing financial assistance under this subsection, each State shall give consideration to proposals which involve promising and qualified photographers or film makers who are unemployed or underemployed. "(3) From funds allotted to the Endowment pursuant to section 11(a)(4), the Endowment shall pay the costs of administration, pro- Infra. vide for collection and dissemination of a representative collection of photographs and films produced pursuant to this subsection, and provide direct assistance to applicants for photography or film projects of special merit which meet the purposes of this subsection. The Endowment shall assure that representative photographs and films (including, where appropriate, negatives) produced with assistance furnished under this subsection are made available for the permanent collection of the Library of Congress.. (b) Section 11(a) of the National Foundation on the Arts and the Humanities Act of 1965, as amended by section 302, is further amended Ante, p. 1980. by adding at the end thereof the following new paragraph: "(4)(A) For the purposes of carrying out section o(m), there are authorized to be appropriated to the National Endowment for the Arts $4,000,000 for fiscal year 1977 and $-2,000,000 for fiscal year 1978. Sums appropriated pursuant to this subparagraph shall remain available until expended. "(B) Not more than 75 per centum of the amounts appropriated pursuant to subparagraph (A) shall be allocated among the States in equal amounts for fiscal year 1977, and not more than 50 per centum of the amounts appropriated pursuant to subparagraph (A) shall be allocated among the States in equal amounts for fiscal year 1978.". SEC. 501. Section 409 of the Education Amendments of 1974 is 20 USC 1867. amended by inserting " (a) " after the section designation and by adding at the end thereof the following new subsection: •(b) Notwithstanding the provisions of section 402(b)(3)(G) and se'^tion 402(b)(4) of this Act, and in addition to sums reserved under 20 USC 1861. that section and made available under subsection (a) of this section, there are authorized to be appropriated $2,000,000 for fiscal year 1978 to carry out the purposes of this section.". Approved October 8, 1976.
