PUBLIC LAW 9 5 - 3 9 1 — S E P T. 30, 1978 Botanic Garden, Senate garage, and for air conditioning refrigeration not supplied from plants in any of such buildings; for heating the Government P r i n t i n g Office and Washington City Post Office and heating and chilled water for air conditioning for the Supreme Court Building and the Folger Shakespeare Library, expenses for which shall be advanced or reimbursed upon request of the Architect of the Capitol and amounts so received shall be deposited into the Treasury to the credit of this a p p r o p r i a t i o n; personal and other services, fuel, oil, materials, waterproof wearing apparel, and all other necessary expenses in connection with the maintenance and operation of the plant, $13,635,000, of which $730,000 shall remain available until expended: Provided, That not to exceed $1,750,000 of the funds credited or to be reimbursed to this appropriation as herein provided shall be available for obligation during fiscal year 1979. MODIFICATIONS AND ENLARGEMENT, CAPITOL POWER PLANT

The appropriation "Modifications and Enlargement, Capitol Power P l a n t " shall be available for necessary furniture and furnishings in addition to the purposes heretofore authorized for such project under Public Law 93-50 (87 Stat. 109-110). For necessary expenses to carry out the provisions of section 203 of the Legislative Reorganization Act of 1946, as amended by section 321 of the Legislative Reorganization Act of 1970 (2 U.S.C. 166) and to revise and extend the Annotated Constitution of the United States of America, $25,553,000: Provided, That no part of this appropriation may be used to pay any salary or expense in connection with any publication, or preparation of material therefor (except the Digest of Public General B i l l s), to be issued by the Library of Congress unless such publication has obtained prior approval of either the Committee on House Administration or the Senate Committee on Rules and Administration. For authorized p r i n t i n g and binding for the Congress; for p r i n t i n g and binding for the Architect of the Capitol; expenses necessary for preparing the semimonthly and session index to the Congressional Record, as authorized by law (44 U.S.C. 9 0 2); and p r i n t i n g and binding of Government publications authorized by law to be distributed to Members of Congress, $73,961,000: Provided, That this appropriation shall not be available for printing and binding part 2 of the annual report of the Secretary of Agriculture (known as the Yearbook of Agriculture): Provided further, That this appropriation shall be available for the payment of obligations incurred under the appropriations for similar purposes for preceding fiscal years.
