shall contain assurances that individuals employed under the project for which the application is submitted— " (1) meet the qualifications set forth in section 803(b); " (2) shall be employed in accordance with section 805(b); and " (3) shall be employed in activities that— " (A) will result in an increase in employment opportunities over those opportunities which would otherwise be available, " (B) will not result in the displacement of currently employed workers (including partial displacement such as reduction in the hours of nonovertime work or wages or employment benefits), " (C) will not impair existing contracts for services or result in the substitution of Federal for other funds in connection with worJv that would otherwise be performed, " (D) will not substitute jobs assisted under this title for existing federally assisted jobs, and " (E) will not result in the hiring of any youth when any other person is on layoff from the same or any substantially equivalent job. " (c) T h i r t y percent of the sums appropriated to carry out this title for any fiscal year shall be made available for g r a n t s under this section for such fiscal year and shall be made on the basis of total youth population within each State. 4(

SECRETARIAL REPORTS

" SEC. 807. The Secretary, the Secretary of the Interior, and the Sec- Report to retary of Agriculture shall jointly prepare and submit to the President President and and to the Congress a report detailing the activities carried out under ^Q°x^c^p*" this title for each fiscal year. Such report shall be submitted not later ^^'^ than February 1 of each year following the date of enactment of this Act. The Secretaries shall include in such report such recommendations as they deem appropriate. "ANTIDISCRIMINATION

" SEC. 665. (a) Whoever, being an officer, director, agent, or employee of, or connected in any capacity with any agency receiving financial assistance under the Comprehensive Employment and T r a i n i n g Act knowingly hires an ineligible individual or individuals, embezzles, willfully misapplies, steals, or obtains by fraud any of the moneys.
