"SEC, 806. The Attorney General, the Office of Justice Assistance, Research, and Statistics, the National Institute of Justice, the Bureau of Justice Statistics, and the Law Enforcement Assistance Administration may delegate to any of their respective officers or employees such functions as they deem appropriate. "SEC. 807. In carrying out their functions, the Office of Justice Assistance, Research, and Statistics, the National Institute of Justice, the Bureau of Justice Statistics, and the Law Enforcement Assistance Administration, and upon authorization, any member thereof or any hearing examiner or administrative law judge assigned to or employed thereby shall have the power to hold hearings and issue subpenas, administer oaths, examine witnesses, and receive evidence at any place in the United States they may designate. "SEC. 808. Section 5314 of title 5, United States Code, is amended— "(1) by adding at the end thereof^ " 'Director, Office of Justice Assistance, Research, and Statistics.' and "(2) by striking out— "'Administrator of Law Enforcement Assistance.'. "COMPENSATION OF OTHER FEDERAL OFFICERS

"SEC. 809. Section 5315 of title 5, United States Code, is amended— "(1) by striking out— " 'Deputy Administrator for Policy Development of the Law Enforcement Assistance Administration.' and "'Deputy Administrator for Administration of the Law Enforcement Assistance Administration.'; and "(2) by adding at the end the following: " 'Administrator of Law Enforcement Assistance. " 'Director of the National Institute of Justice. " 'Director of the Bureau of Justice Statistics.'. "EMPLOYMENT OF HEARING OFFICERS

"SEC. 810. The Office of Justice Assistance, Research, and Statistics, the National Institute of Justice, the Bureau of Justice Statistics, and the Law Enforcement Assistance Administration may appoint such officers and employees as shall be necessary to carry out their powers and duties under this title and may appoint such hearing examiners or administrative law judges or request the use of such administrative law judges selected by the Office of Personnel Management pursuant to section 3344 of title 5, United States Code, as shall be necessary to carry out their powers and duties under this title.
