For expenses necessary to carry out functions of the Office of Special Counsel; pursuant to Reorganization Plan No. 2 of 1978; and the Civil Service Reform Act of 1978, including services as authorized by 5 U.S.C. 3109; rental of conference rooms in the District of Columbia and elsewhere, and hire of passenger motor vehicles, $4,516,000. FEDERAL LABOR RELATIONS AUTHORITY SALARIES AND EXPENSES

For expenses necessary to carry out functions of the Federal Labor Relations Authority, pursuant to Reorganization Plan No. 2 of 1978, and the Civil Service Reform Act of 1978, including services as authorized by 5 U.S.C. 3109, including hire of experts and consultants, hire of passenger motor vehicles, rental of conference rooms in the District of Columbia and elsewhere, not to exceed $1,500 for official reception and representation expenses: $12,132,000: Provided, That public members of the Federal Service Impasses Panel may be paid travel expenses per diem in lieu of subsistence as authorized by law (5 U.S.C. 5703) for persons employed intermittently in the Government Service, and compensation as authorized by 5 U.S.C. 3109. For necessary expenses, including contract reporting and other services as authorized by 5 U.S.C. 3109, $9,391,000: Provided, That travel expenses of the judges shall be paid upon the written certificate of the judge. SEC. 501. Where appropriations in this Act are expendable for travel expenses of employees and no specific limitation has been placed thereon, the expenditures for such travel expenses may not exceed the amount set forth therefor in the budget estimates submitted for the appropriations: Provided, That this section shall not apply to travel performed by uncompensated officials of local boards and appeal boards of the Selective Service System; to travel performed directly in connection with care and treatment of medical beneficiaries of the Veterans Administration; or to payments to interagency motor pools where separately set forth in the budget schedules.
