PUBLIC LAW 96-344—SEPT. 8, 1980

Affairs of the United States House of Representatives and to the Committee on Energy and Natural Resources of the United States Senate no later than one complete fiscal year after the effective date of this section. SEC. 19. As used in this Act, except as otherwise specifically provided, the term "Secretary" means the Secretary of the Interior. SEC. 20. Authorizations of moneys to be appropriated under this Act shall be effective on October 1, 1980. Notwithstanding any other provision of this Act, authority to enter into contracts, to incur obligations, or to make payments under this Act shall be effective only to the extent, and in such amounts, as are provided in advance in appropriation Acts. Approved September 8, 1980.
