"(6) Within one hundred and eighty days after the effective date of Regulations. the Agricultural Subterminal Facilities Act of 1980, the Secretary ^"^«' P II84. shall establish such rules and regulations as may be necessary to implement the provisions of this subsection.". EFFECTIVE DATE
