(b) Section 801(b) of the Act is amended— (1) by striking out "and" at the end of paragraph (3); (2) by striking out "fiscal years 1978, 1979, 1980, 1981, and 1982," in paragraph (4) and inserting in lieu thereof "fiscal years 1978, 1979, and 1980; and"; (3) by inserting immediately after paragraph (4) the following new paragraph: "(5) $5,000,000 for each of the fiscal years 1981, 1982, 1983, 1984, and 1985,". SEC. 901. (a) Section 901 of the Act is amended— (1) in subsection (a)(D, by striking out "to strengthen, improve and where necessary expand" and inserting in lieu thereof "to maintain, strengthen, and improve"; and (2) in subsection (c), by striking out "1980" and inserting in lieu thereof"1985". (b) Section 903(b)(2) of the Act is amended by striking out "expansion" and inserting in lieu thereof "maintenance and improvement of quality". G R A D U A T E FELLOWSHIPS

"SEC. 921. It is the purpose of this part to provide, through institutions of higher education, a program of grants to assist in making available the benefits of post-baccalaureate education to graduate and professional students who demonstrate financial need. PROGRAM AUTHORIZED

"SEC. 922. (a) The Secretary shall make grants to institutions of higher education to enable such institutions to make grants in accordance with the provisions of this part. "(bKX) In making such grants the Secretary shall, to the maximum extent feasible, ensure an equitable geographic distribution of awards and an equitable distribution among eligible public and independent institutions of higher education. "(2) The Secretary shall not make a grant to a single institution of higher education of less than $75,000 from the sums appropriated under this part for any fiscal year.
