SEC. 3. Section 3(a) of the Act entitled "An Act to amend chapter 37 of title 38 of the United States Code with respect to the veterans' home loan program, to amend the National Housing Act with respect to interest rates on insured mortgages, and for other purposes", approved May 7, 1968, as amended (12 U.S.C. 1709-1), is amended by striking out October 1, 1980" and inserting in lieu thereof "October 16, 1980". SEC. 6. (a) Section 513 of the Housing Act of 1949 is amended by— (1) striking out "September 30, 1980" where it appears in subsection (a) and inserting in lieu thereof "October 15, 1980"; and (2) striking out "September 30, 1980" wherever it appears in subsection (b) and inserting in lieu thereof "October 15, 1980". (b) Section 515(b)(5) of such Act is amended by striking out "September 30, 1980" and inserting in lieu thereof "October 15, 1980^'. (c) Section 517(a)(l) of such Act is amended by striking out "September 30, 1980" and inserting in lieu thereof "October 15, 1980". (d) Section 521(a)(1)(C) of such Act is amended by— (1) striking out "with respect to fiscal year 1980" in the penultimate sentence and inserting in lieu thereof "through October 15, 1980"; and
