PUBLIC LAW 96-526—DEC. 15, 1980 NATIONAL CREDIT UNION ADMINISTRATION CENTRAL LIQUIDITY FACILITY

The amount which may be borrowed, from the public or any other source except the Secretary of the Treasury, by the Central Liquidity Facility as authorized by the National Credit Union Central Liquidity Facility Act (12 U.S.C. 1795), shall not exceed $600,000,000: Provided, That administrative expenses of the Central Liquidity Facility in fiscal year 1981 shall not exceed $1,936,000. During 1981, within the resources and authority available, gross obligations for the principal amount of direct loans shall not exceed $4,400,000,000. NATIONAL INSTITUTE OF BUILDING SCIENCES SALARIES AND EXPENSES

For payment to the National Institute of Building Sciences as authorized by section 809 of the Housing and Community Development Act of 1974, as amended (12 U.S.C. 1701J-2), $625,000. NATIONAL SCIENCE FOUNDATION RESEARCH AND RELATED ACTIVITIES

For necessary expenses in carrying out the purposes of the National Science Foundation Act of 1950, as amended (42 U.S.C. 1861-1875), title IX of the National Defense Education Act of 1958 (42 U.S.C. 1876-1879), and the Act to establish a National Medal of Science (42 U.S.C. 1880-1881); services as authorized by 5 U.S.C. 3109; lease of one aircraft with option to purchase; maintenance and operation of aircraft and purchase of flight services for research support; hire of passenger motor vehicles; not to exceed $2,500 for official reception and representation expenses; not to exceed $57,700,000 for program development and management; uniforms or allowances therefor, as authorized by law (5 U.S.C. 5901-5902); rental of conference rooms in the District of Columbia; and reimbursement of the General Services Administration for security guard services; $987,900,000, including not more than $6,000,000 for new research opportunities grants for women, to remain available until September 30, 1982: Provided, That not more than (1) $115,600,000 shall be available for Engineering and Applied Science, (2) $25,750,000 shall be available for Scientific, Technological, and International Affairs, (3) $28,750,000 shall be available for Cross-Directorate Programs and (4) $5,000,()00 shall be available for grants to two-year and four-year colleges for equipment and instrumentation costing $35,000 or less: Provided further. That none of these funds shall be available for a new Center for Innovation Development: Provided further, That receipts for scientific support services and materials furnished by the National Research Centers and other National Science Foundation supported research facilities may be credited to this appropriation: Provided further. That to the extent that the amount appropriated is less than the total amount authorized to be appropriated for included program activities, all amounts, including floors and ceilings, specified in the authorizing Act for those program activities or their subactivities shall be reduced proportionally: Provided further. That if an institution of higher education receiving funds hereunder
