Such report shall include a discussion of whether the lifting of personnel ceilings would improve the Service's ability to deliver services, what potential negative impact the lifting of personnel ceilings might have on the control of.Federal employment, and a determination as to whether the lifting of personnel ceilings should be expanded to the entire Service.".
