tion project shall be conducted in two of the Indian Health Service areas and shall be closely monitored by the Service. "(b) Not later than the date 2 years after the date of the enactment Q£ ^j^jg gection, the Service shall submit a report to Congress regarding the demonstration project carried out under subsection (a). Such report shall include a discussion of whether the lifting of personnel ceilings would improve the Service's ability to deliver services, what potential negative impact the lifting of personnel ceilings might have on the control of.Federal employment, and a determination as to whether the lifting of personnel ceilings should be expanded to the entire Service.".
