PUBLIC LAW 97-34—AUG. 13, 1981 (b) EFFECTIVE DATE.—The amendment made by subsection (a) shall apply to sales or exchanges after the date of the enactment of this Act in taxable years ending after such date. Approved August 13, 1981.
