Of the funds provided for "Libraries and learning resources" for fiscal year 1981 in Public Law 96-536, as amended, $10,000,000 of the amount provided for title IV, part B of the Elementary and Secondary Education Act, $2,000,000 of the amount provided for title II, part A of the Higher Education Act, and $250,000 of the amount provided for title II, part B of the Higher Education Act are rescinded, and the remaining funds provided for fiscal year 1981 may be expended without regard to the provisions of section 402(a)(2)(A)(i) of title IV, part A of the Elementary and Secondary Education Act. Of the funds provided for "Rehabilitation services and handicapped research" for fiscal year 1981 in Public Law 96-536, as amended, $12,126,000 are rescinded: Provided, That notwithstanding other provisions of law, the appropriation for section 112 of the Rehabilitation Act of 1973 shall be $2,800,000: Provided further, That $650,000 provided under this head in Public Law 96-536, as amended, for carrying out section 130 of the Rehabilitation Act of 1973 shall be made available to the Navajo Tribal Council.
