Of the funds provided for "Libraries and learning resources" for fiscal year 1981 in Public Law 96-536, as amended, $10,000,000 of the amount provided for title IV, part B of the Elementary and Secondary Education Act, $2,000,000 of the amount provided for title II, part A of the Higher Education Act, and $250,000 of the amount provided for title II, part B of the Higher Education Act are rescinded, and the remaining funds provided for fiscal year 1981 may be expended without regard to the provisions of section 402(a)(2)(A)(i) of title IV, part A of the Elementary and Secondary Education Act. Of the funds provided for "Education for the handicapped" for fiscal year 1981 in Public Law 96-536, as amended, $76,819,000 are rescinded: Provided, That $874,500,000 for section 611 and $25,000,000 for section 619 of the Education of the Handicapped Act shall become available for obligation on July 1, 1981, and shall remain available until September 30, 1982. Of the funds provided for "Rehabilitation services and handicapped research" for fiscal year 1981 in Public Law 96-536, as amended, $12,126,000 are rescinded: Provided, That notwithstanding other provisions of law, the appropriation for section 112 of the Rehabilitation Act of 1973 shall be $2,800,000: Provided further, That $650,000 provided under this head in Public Law 96-536, as amended, for carrying out section 130 of the Rehabilitation Act of 1973 shall be made available to the Navajo Tribal Council.
