During fiscal year 1982, within resources and authority available, total commitments to guarantee loans shall not exceed $250,000,000 of contingent liability for loan principal. DEPARTMENT OF JUSTICE LEGAL ACTIVITIES SALARIES AND EXPENSES, GENERAL LEGAL ACTIVITIES (INCLUDING TRANSFER OF FUNDS)

For an additional amount for "Salaries and expenses, general legal activities", $383,000; and in addition, $1,800,000 which shall be derived by transfer from "Salaries and expenses. Antitrust Division". SALARIES AND EXPENSES, FOREIGN CLAIMS SETTLEMENT COMMISSION

Amounts appropriated under this head for fiscal year 1982 may be used to pay allowances and benefits similar to those allowed under the Foreign Service Act of 1980, as determined by the Commission.

note. SALARIES AND EXPENSES, UNITED STATES ATTORNEYS AND MARSHALS

For an additional amount for "Salaries and expenses. United States attorneys and marshals", $9,015,000, of which $500,000 shall be available only for bankruptcy trustees. SUPPORT OF UNITED STATES PRISONERS

For an additional amount for "Support of United States prisoners", $7,423,000, of which $1,600,000 is appropriated to fund fiscal year 1981 obligations in excess of amounts available: Provided, That not to exceed $3,000,000 of the current year appropriation shall be available for the purpose of renovating and equipping State and local jails that confine Federal prisoners. FEES AND EXPENSES OF WITNESSES

For an additional amount for "Fees and expenses of witnesses", $4,750,000. SALARIES AND EXPENSES, COMMUNITY RELATIONS SERVICE

Of the funds provided under the above heading for fiscal year 1982, not to exceed $80,290 shall be available to satisfy a settlement pursuant to the Back Pay Act (5 U.S.C. 5596 and 29 CFR 1613.217(a), 271 (a), (b), and (c)) for back wages from prior fiscal years.
