"(7) Not later than February 1, 1984, and February 1 of each of the Report to five succeeding years, the Administrator shall submit a written ^o'^s^'e^sreport to Congress describing the extent to which activities at Veterans' Administration health-care facilities were performed by contractors during the preceding fiscal year and the actual cost savings resulting from such contracts.".
