SALARIES AND EXPENSES, COMMUNITY RELATIONS SERVICE For necessary expenses of the Community Relations Service, es- tablished by title X of the Civil Rights Act of 1964, $32,196,000, of which $26,389,000 shall remain available until expended to make payments in advance for grants, contracts and reimbursable agree- ments and other expenses necessary under section 501(c), the Refu- gee Education Assistance Act of 1980, Public Law 96-422, for the processing, care, maintenance, security, transportation and recep- tion and placement in the United States of Cuban and Haitian entrants. INTERAGENCY LAW ENFORCEMENT ORGANIZED CRIME DRUG ENFORCEMENT For expenses necessary for the detection, investigation, prosecu- tion, and incarceration of individuals involved in organized criminal drug trafficking not otherwise provided for, $89,050,000, of which $2,475,000 for the Presidential Commission on Organized Crime, and of which $13,860,000 for purchase of automated data processing and telecommunications equipment and $9,523,000 for undercover oper- ations shall remain available until September 30, 1985. FEDERAL BUREAU OF INVESTIGATION Fingerprint identification reco rds, processing fees. SALARIES AND EXPENSES For expenses necessary for detection, investigation, and prosecu- tion of crimes against the United States; including purchase for police-t3npe usc (not to exceed one thousand four hundred of which one thousand two hundred will be for replacement only) and hire of passenger motor vehicles; acquisition, lease, maintenance and oper- ation of aircraft; and not to exceed $70,()00 to meet unforeseen emergencies of a confidential character, to be expended under the direction of the Attorney General, and to be accounted for solely on his certificate; $1,047,000,000, of which not to exceed $52,000,000 for automated data processing and telecommunications and $1,000,000 for undercover operations and $10,000,000 for the relocation within the District of Columbia of the Washington field office shall remain available until September 30, 1985: Provided, That notwithstanding the provisions of title 31 U.S.C. 3302, the Director of the Federal Bureau of Investigation may establish and collect fees to process fingerprint identification records for noncriminal employment and licensing purposes, and credit not more than $13,500,000 of such fees to this appropriation to be used for salaries and other expenses
