CONSTRUCTION For detailed plan preparation and construction of authorized projects, to remain available until expended, $672,000. AMERICAN SECTIONS, INTERNATIONAL COMMISSIONS For necessary expenses, not otherwise provided for, $3,426,000; for the International Joint Commission, including salaries and expenses of the Commissioners on the part of the United States who shall serve at the pleasure of the President; salaries of employees ap- pointed by the Commissioners on the part of the United States with the approval solely of the Secretary of State; travel expenses and compensation of witnesses; not to exceed $3,000 for representation; and the International Boundary Commission, for necessary ex- penses, not otherwise provided for, including expenses required by awards to the Alaskan Boundary Tribunal and existing treaties between the United States and Canada or Great Britain. INTERNATIONAL FISHERIES COMMISSIONS For necessary expenses for international fisheries commissions, not otherwise provided for, $8,876,000: Provided, That the United States share of such expenses may be advanced to the respective commissions. OTHER UNITED STATES BILATERAL SCIENCE AND TECHNOLOGY AGREEMENTS For expenses, not otherwise provided for, to enable the United States to participate in programs of scientific and technological cooperation with Yugoslavia; $1,683,000, to remain available until expended. THE ASIA FOUNDATION For a grant to the Asia Foundation, $9,900,000, to remain avail- able until expended: Provided, That section 15(a) of the State Department Basic Authorities Act of 1956 shall not apply to the 22 USC 2680. unobligated balances of previous appropriations for the activities of the Asia Foundation.
