PUBLIC LAW 98-181—NOV. 30, 1983 PART B—FLOOD AND PROPERTY INSURANCE PROGRAMS 97 STAT. 1229 FLOOD INSURANCE SEC. 451. (a) Section 1319 of the National Flood Insurance Act of 1968 is amended by striking out "November 30, 1983" and inserting in lieu thereof "September 30, 1985". (b) Section 1336(a) of such Act is amended by striking out "Novem- ber 30, 1983" and inserting in lieu thereof "September 30, 1985". (c) Section 1376(c) of such Act is amended— (1) by striking out "and" after "1981,"; and (2) by inserting the following before the period at the end thereof ", not to exceed $49,752,000 for the fiscal year 1984, and such sums as may be necessary for Hscal year 1985". (d)(1) The National Flood Insurance Act of 1968 is amended by striking out "Secretary" and "Secretary's" each place they appear therein (other than as a reference to a Secretary other than the Secretary of Housing and Urban Development) and inserting in lieu thereof "Director" and "Director's", respectively. (2) Section 1304(a) of such Act is amended by striking out "Secre- tary of Housing and Urban Development" and inserting in lieu thereof "Director of the Federal Emergency Management Agency". (3) Section 1333 of such Act is amended by inserting "original exclusive" before "jurisdiction". (4) Section 1340(a)(2) of such Act is amended by striking out "officers and employees of the Department of Housing and Urban Development, and". (5) Section 1341 of such Act is amended by inserting "original exclusive" before "jurisdiction". (6) Section 1360(a)(2) of such Act is amended by striking out "within fifteen years following such date" and inserting in lieu thereof "by September 30, 1985". (7) Section 1360 of such Act is amended by adding at the end thereof the following new subsection: "(d) The Director shall, not later than September 30, 1984, submit to the Congress a plan for bringing all communities containing flood-risk zones into full program status by September 30, 1987.". (8) Section 137(KaX6) of such Act is amended to read as follows: "(6) the term 'Director' means the Director of the Federal Emergency Management Agency.". (e)(1) The Flood Disaster Protection Act of 1973 is amended by striking out "Secretary" and "Secretary's" each place they appear therein (other than as a reference to a Secretary other than the Secretary of Housing and Urban Development) and inserting in lieu thereof "Director" and "Director's", respectively. (2) Section 3(a)(6) of such Act is amended to read as follows: "(6) 'Director' means the Director of the Federal Emergency Management Agency.", (f) Section 15(e) of the Federal Flood Insurance Act of 1956 is amended by striking out "Secretary" the first and third places it appears therein and inserting in lieu thereof "Director of the Federal Emergency Management Agency". (g)(1) The premium rates charged for flood insurance under any program established pursuant to the National Flood Insurance Act of 1968 may not be increased during the period beginning on the date of the enactment of this Act and ending on September 30, 1984.
