CONCURRENT RESOLUTIONS—APR. 7, 1983 97 STAT. 1491 "(e) Notwithstanding any other provision of law, the head of each Federal agency to which appropriations are made under this title, with respect to project grants or project contracts in this section, shall expedite final approval of projects in areas of high unemploy- ment, labor surplus areas, or in political units or in pockets of poverty that are currently or should meet the criteria to be eligible under the urban development action grant program administered by the Department of Housing and Urban Development in order to allocate sums as required by this section. Nothing required by this section shall impede the rapid expenditure of funds under this section. "(f) Notwithstanding any other provisions of law, any agency rulemaking proceeding conducted in order to implement the provi- sions of this title shall be conducted expeditiously, and in no case shall an agency hearing on the record be required.". That in the enrollment of the bill (H.R. 1900) to assure the solvency Ante, p. 65. of the Social Security Trust Funds, to reform the medicare reim- bursement of hospitals, to extend the Federal supplemental compen- sation program, and for other purposes, the Clerk of the House of Representatives shall make the corrections specified in the succeed- ing sections of this concurrent resolution. SEC. 2.
